in 1921,the Green Bay Packers were actually booted out of the NFL,for using three University of Notre Dame players that were college eligible,but by the next League meeting,they were reinstated by the NFL,so they missed zero games... was Green Bay always the smallest city who had a NFL team??? technically,no...
